If the board of state officers of the county determines that the petitioner has received the minimum number of signatures required under this chapter, it shall present that determination to the court for its action on the petition and shall cause notice of that action to be served upon both the president and the secretary of the senate and the speaker and the speaker's secretary of the House of Representatives, or if no such clerk is present, upon the member of the senate or House of Representatives at whose election the petitioner filed the petition and the governor, each in the manner provided by Article XI, Section 6 of the State Constitution.
